Isko Moreno Maintains Strong Lead in Latest OCTA Survey for Manila Mayoral Race

MANILA, Philippines — Former Manila Mayor Francisco “Isko Moreno” Domagoso continues to lead the city’s mayoral race, according to the latest survey conducted by OCTA Research from April 20 to 23, 2025. The survey, which sampled 1,500 registered voters and has a margin of error of ±1%, shows Moreno with a commanding 63% voter preference. Incumbent Mayor Honey Lacuna trails with 18%, while Tutok To Win party-list Representative Sam Verzosa garners 16%.

Moreno’s support is particularly strong in several districts:

  • 5th District: 81%

  • 2nd District: 71%

  • 6th District: 65%

  • 1st District: 60%

These figures underscore Moreno’s widespread appeal across Manila, especially in the northern and central districts.

This survey reinforces Moreno’s consistent lead observed in previous polls. For instance, a March 2025 OCTA survey indicated Moreno at 67%, with Verzosa and Lacuna at 16% and 15%, respectively. (Inquirer)
