In a notable move that could impact the future of Gaza, Indonesia and Azerbaijan are set to lead the International Stabilization Force (ISF) aimed at restoring peace in the region. This decision comes as part of President Donald Trump’s 20-point peace plan, which seeks to end the long-standing conflict in Gaza, demilitarize the area, and facilitate reconstruction efforts.
The ISF is expected to consist of tens of thousands of troops and will play a vital role in stabilizing Gaza while Israeli forces gradually withdraw. The choice of Indonesia and Azerbaijan is significant, as both countries are Muslim-majority nations with unique positions in the geopolitical landscape. Indonesia has a strong history of participating in international peacekeeping missions, while Azerbaijan has developed a close relationship with Israel over the years, particularly in defense and intelligence.
This decision follows Israel’s rejection of Turkish forces, which reflects the complicated dynamics in the region. Turkey has traditionally positioned itself as a supporter of Palestinian interests, and its exclusion from the ISF highlights shifting alliances. Notably, Saudi Arabia and the United Arab Emirates have also opted out of involvement, while Qatar was never seriously considered.
Currently, negotiations are underway to secure a United Nations Security Council resolution to legitimize the ISF’s deployment. Indonesia has insisted on this condition, but Israel remains cautious about such resolutions due to past experiences where enforcement was weak. There are concerns about proposals that could recognize a Palestinian state within the resolution, something Israel opposes.
A key issue still unresolved is how much operational freedom the Israel Defense Forces (IDF) will have to act against Hamas during the ISF’s presence. This is similar to the IDF’s current operations in southern Lebanon against Hezbollah.
The partnership between Indonesia and Azerbaijan represents a unique coalition. Indonesia advocates for Palestinian independence while also recognizing Israel’s security needs. Azerbaijan, on the other hand, is a key ally of Israel, particularly in the context of regional security concerns related to Iran.
